The Media Bureau had ruled that Cablevision/Madison Square Garden Network violated FCC program-access rules by withholding HD versions of the RSNs.
Cablevision said in a statement that it was considering all its options

While this is good news, I'll be surprised if Cablevision doesn't appeal to the courts. The FCC is merely an administrative board and anyone dissatisfied with an FCC ruling can opt to litigate in federal court. Granted, they'll probably lose--federal courts are generally highly deferential to administrative rulings especially from the FCC. But even if ultimately losing is a certainty, it may still be in the Dolans' best interest to litigate, because it would effect an automatic stay on the FCC's ruling, barring an injunctive order (Verizon et al could try to force the court to allow it to carry MSG HD until litigate resolves), and then Verizon subscribers wouldn't have MSG HD until next season. I'm a Verizon subscriber myself so I've been waiting for this moment for awhile. But unless there's some significant disincentive for Verizon to *not* appeal that I'm not aware of, it seems likely that they will. I think the due date for their appeal was 11/15. I'm not sure whether this new FCC ruling acts to extend that appeal due date, but I don't think it should.
